Project:
Climate-Ready Workforce Project
Training a climate-ready workforce to manage
water resources in Ohio’s coastal communities
In the Great Lakes Region, we are expanding the workforce in support of the water sector. Driven by employer needs, education and community partners are training technicians, scientists, and engineers specializing in areas including stormwater management, risk assessment, watershed sciences, environmental compliance, and data analytics. Across this industry partnership we are working to meet economic and societal needs along Lake Erie.
Employer Needs Assessment
A survey of employers was conducted to gather information to better understand local workforce needs, to identify training needs associated with those workforce needs, and to assist with identifying opportunities for occupational analysis and input for supporting curriculum development.

DACUM Analysis
Based on the results of the employer needs assessment, a DACUM (Developing a Curriculum) analysis was conducted to systematically describe the work of the Data Collection and Analysis Function across job levels and titles supporting the water industry.
The results of this analysis serve as input to inform curriculum development.
Additional DACUM analyses completed in collaboration with Ohio EPA:
- Class I Wastewater Collection System Operator
- Class II Wastewater Treatment Operator
- Wastewater Treatment Operator Class III
- Class IV Wastewater Treatment Plant Operator
- Class I Water Operator
- Class IV Water Supply Operator
- Collection System 2 Operator
